Assessing the Effectiveness of Facilitation Programs for Indonesian SMEs Through Action Research: Case Study In Klinik UKM BDG

Some studies suggest that Small and Medium Enterprises (SMEs) require external business support, especially in the early development stage. Indonesian government has developed several initiatives and supports to encourage the growth of SMEs. However, the effectiveness of these SMEs programs is rarely evaluated. Klinik UKM BDG that is one of support services initiated by School of Business and Management, ITB and Bandung city Government provides SMEs to assist them to overcome skills shortage, obtain relevant business information as well as to make better-informed business decisions through intensive business consultation, coaching, mentoring, and training. The purpose of this program is to examine the effectiveness of Klinik UKM BDG and results are used to inform program management and delivery. This action research uses both quantitative and qualitative methods within a single case study. Data are collected using questionnaires, interviews and focused group discussions between January and March 2015. The process of data collection is carried out with the involvement of SMEs, Klinik UKM BDG team, mentor, caretaker, and Bandungcity government. This evaluation provides informed advice and feedback to underpin development of facilitation programs and effectively designed to address SMEs needs. Furthermore, it assists government to develop more rigorous performance indicators to measure the effectiveness of its support programs. The finding will help researchers, policy-makers, business associations to better understand the problems and challenges related to these issues to expand and strategize SME’s to future progress and grows.
